gestions which the Paris police have for us are mostly negative. It is a political body, under the direction of a preje/ who is practically a despot in his power. It is independent of the city council, and handled by the government through the pr4fet. It preserves the traditions of the Empire, and is brutal and unreasoning when unchained. The riot in the Latin quarter in 1893 is sufficient proof of the way it can be manipulated by the gov- ernment, and of its stupid brutality on occasions. The great lesson for Ameri- can towns to learn from the Paris police is the danger of allowing a body which serves the city to become a political tool. The precautions against the microbe are more fertile in hints. The broom, the scrubbing brush, and cold water are the chief weapons, and their handling is en- ergetic and effective. About one fifth of the 19,505 acres which Paris covers is swept and dusted every day. To do this there is a cleaning brigade of 3,300 per- sons,~men, women, and children, directed by some three hundred overseers and en- gineers. This service is not composed of picked-up haphazard laborers, but is a well-drilled and systematically organized body. About four oclock in the morning it appears in the streets. The first oper- ation is sweeping, accomplished in part by sweeping machines, in part by birch- 263 twig hand brooms. In two hours and a half from the beginning of the work all Paris is supposed to have been swept or, if muddy, cleaned with water, scrubbing brushes, and rubber scrapers. As the bri- gade finishes this work, the streets are in- vaded by five or six thousand cy5en garbage carts. They come to collect the sweep- ings which have been left in piles at the side of the street and the dry dirt and waste from the houses. Every household is required to collect each evening all the culinary refuse, waste paper, ashes, etc., to deposit it in a receptacle furnished to the house by the cleaning department of the city, and to place it on the walk in the morning in time for the passing of the cart. The carts are accompanied in their rounds by two persons on foot. As the cart passes down a street one throws into it the heaps left at the side by the broom which has preceded, another empties the receptacles. Following them is a sweeper, who brushes to the side of the pavement the fine dirt left in lifting the sweepings and in emptying the receptacles. The street is now ready for washing. The Paris streets are paved in such a way that the middle is some six inches higher than the sides. The sidewalk has the elevation of the centre of the street, so that on each side of the pavement there is a bed for a healthy stream of water. IN THE STREETS OF PARIS. Parisian Tram car. Last year, 189293, it was promised that the provision should be complete, which promise, however, was not perfectly Broom Tower. realized. The method commonly in vogue is to enclose in long flat metal- lic envelopes ignited bricks of com- pressed coal dust. These are placed on the floor along the aisles. The cost is something like eight cents a day each. A new method, from which good results are expected is more complicated. It compels each omnibus to carry an ap- paratus for heating water, and a series of pipes for circulating it along the car floor. The apparatus is sufficiently compact. The stove which does the heating can be taken out and~ the fuel replenished at the stations, and after the introduction is paid for, the operating, it is claimed, is comparatively inexpensive. Many public carriages put up the sign clzauftie during the winter, but frequently it is a delusion, and sometimes a danger- ous snare. Ignited bricks enclosed in metallic envelopes are used, and the gas escaping from them into a closed carriage asphyxiates the occupant. Happily the brick has now been re- placed by hot water. The supply of water is obtained in what is known as the hot-water tower, the latest novelty of Paris streets. These towers resemble somewhat the newspaper kiosques, though more nearly perhaps the filtered water towers. They are perhaps fifteen feet in height, placarded by advertising squares, and surrounded by a decorative iron roof. On the side is the legend POUR LES VOITURES CUISINES LAVAGES BAINS EAU CHAUDE The first time I noticed this unusual sign I was seriously puzzled, and waited in the vicinity for an explanation. It came immediately. A woman with a pail approached, dropped a nickel in a slot, pressed a button, and out gushed a stream of steaming water. Somebody near by suggested there were an engine and boiler in the tower. One curious observer felt of the structure to see if it was warm. On investigation I found the secret of this peculiar arrangement. Two pipes run into the tower, one carrying gas, the other water. The gas pipe ter- inmates in a star-shaped burner, each ray of which is pierced with a great num- ber of fine holes. Immediately above Newspaper Kiosque.

At last a hostile arrow smote the monster; he died, and left behind him his consort Semiramis and two sons, Trebeta and Ninyas, the latter the son, the former the stepson of the queen. After the death of her husband, Semiramis (who did not seem to relish the positiou of dowager) desired to marry her stepson Trebeta, but he resisted the abominable demand, and in order to escape the snares of his stepmother, resolved to forsake his country and abandon the right of succession to his fathers throne. For a long time he wandered about aim- lessly, till fate led him to Europe. He sailed across the Mediterranean, and journeying through desert regions and over pathless mountains, at last reached the Moselle, on whose banks he found a lovely vale, watered by brooks and springs, shaded by forests, and encir- cled by mountains. Charmed by the landscape, he resolved to build a city here. Thus was Treves founded, 1250 years before the building of Rome, a d called Treviris, after the name o its founder, in the year 2004 before Christ, when the patriarch Abraham was seven years old. People and city are very old, for the cities and peoples which now are were either colonized from Treves or established later. Trebeta died, and his son Hero succeeded him, but the imagi- nation of the chroniclers was unequal to the task of finding exploits for Hero and for his long line of successors, who are not even provided with names. The history proceeds to an enthusiastic de- scription of the buildings which adorned the Assyrian colony. The dominion of the Trevirans was extended far and wide, and continued till the time of the Romans. When the latter through their arts of policy and war had conquered the whole world, they concluded friendship and alliance with the Trevirans, and on account of VOL. V.28 the ancient glory of the city, and the almost equal dignity of its citizens, they called it the second Rome. Then the Trevirans assumed the Roman privileges and laws. This story found implicit belief all through the Middle Ages, and chroni- clers repeatedly refer to Treves as the most ancient city in Europe. Neighbor- ing cities and tribes, desiring to share in the same hoary antiquity, assumed for their own founders descendants or companions of Trebeta. A seventeenth century building (now a part of the Red House Hotel) still bears unblush- ingly on its front a Latin inscription to the effect that Treves was founded thir- teen hundred years before Rome. It is hardly necessary to say that the myth is without the least historical foundation, for Ninus, Semiramis, and Trebeta never existed. Nor is the legend even an original one, being in all its de- tails derived from older sources. The one ob- ject the Treviran story- makers had ever before them was to equal or surpass Rome. The Middle Ages abounded in such tales, and this is to be placed in the same category as the myth which derived the English from the Tro- jans, or the Franks from the same people. When Catsar conquer- ed Gaul, he found no such ancient and splendid civilization as the writers of the Gesta~ would have us believe, nor does Ca~sar know anything of a city in this re- gion. The Treviri, as he found them, were a tribe of barbarian Gauls (or Germans) who gave him a great deal of trouble, and were distinguished for the excel- lence of their cavalry. The date of the foundation of the Roman colony (Colonia Augusta Trevi- rorurn) is involved in obscurity, as the place was long so unimportant that the Latin historians ignore it entirely. At the time of the Batavian insurrection (A.n. 70) we find a flourishing city, and Tacitus describes a fierce night battle between the insurgents and the legions Map of the Rhine and Moselle in the Fourth Century ahowing the Syatem of Military Roads (Steiniger). which took place under the walls and on chose Treves as his residence and head- the bridge of Treves. The accession of the Emperor Diode- tian (A.D. 285) marked a radical change in the administration of the Roman em- pire. At this time the dominion of Rome had ceased to expand, and in or- der to keep what she had won, it was necessary that an army and an emperor should always be stationed at the more exposed frontiers. For the western world the most threatening danger was from the Germans, and accord- ingly Diocletians colleague, Maximian, ing in security as in the lap of peace, as Ausonius describes it; it was far enough from the frontier to es~cape sudden attack, yet sufficiently near to rapidly reinforce, by river or road, any threatened point, Cologne, Coblentz, Mainz, or even Strassburg. Once se- lected, Treves remained for more than a century the principal seat of the west- ern emperors: Maximian, Constantius, Constantine, Yalentinian, Gratian, and Maximus all resided here for longer or shorter periods; Julian alone pre- ferred Paris. The Latin proverb Where C~esar is, there is everything, was well exemplified in the Augusta, for the presence of the emperors brought about a transformation of the city. The noble palace which rivals that of Rome was then built, public baths of im- mense extent and incredible magnifi- cence, a forum adorned with colonnades, a circus, basilicas, a triumphal arch, and, most imposing of all, the mighty gateway known as the Porta nigra [p. 304]. Most of these buildings have been attributed to Constantine, though this cannot well be true of them all. In the year 310 Eumenius delivered a panegyric upon Constantine at Treves, in which occurs an often-quoted passage Old Roman Bridge over the Moselle (south view).

sumecl, upon condition that men alone should take part in the proceedings. This marked a new departure in theat- rical development. While the perform- ances were confined to women, their range was restricted to a few showy di- vertisements; but as soon as they were given over to the other sex, efforts were made to improve their quality by nu- merous devices. The monotonous danc- ing and singing were varied by fantastic imitations of some of the lighter and more humorous pieces in the No reper- tory, and, a little later, by attempts to illustrate popular traditions and familiar events of history in more or less cohe- rent form. Although too artificial and grotesque to possess an artistic value, these exhibitions gradually opened the way to representations of a genuine his- trionic character. At the end of the eighteenth century Osaka had become the recognized home of the national drama. This city was the rendezvous to which all ambitious aspirants were drawn, and no actor could rise prominently in his vocation unless it were known that he had been trained upon its stages, and in accordance with its peculiar ~sthetic principles. The ascendency of Osaka continued undis- puted until the restoration of the im- perial government, in 1868. Upon the removal of the court and the seat of ad- ministration from that part of the coun- try to Tokio, three hundred miles away, the supremacy of the theatres was like- ~vise transferred, and during the past twenty years no energy has been spared by the managers and players of the East- ern capital to elevate their art to the highest grade of perfection. There are still companies of great merit at Osaka, and in some particulars their perform- ances are said to surpass those of their successful rivals. But the taste of con- noisseurs has declared itself overwhelm- ingly in approval of the Tokio school. In the majority of the provincial thea- tres, including at present those of Kioto, nothing better can be seen than extrava- gant and gaudy reproductions of plays once worthily applauded, but now repre- sented by troops of wandering players of no standing whatever.
